Therefore in order to eliminate crises,the urgent thing is to eliminate political separation,which is the very important political reason for promoting the constitutional convention.During the conventon,in order to establish a new political system, representatives accepted the principle of check and balance,overcame difficulties and eventually drafted the new constitution.
