法治、德治及其相互关系

“法治”的内涵在与“人治”、与“法制”的差异中体现出来。“德治”并不是必然与“人治”相联系的概念。相反 ,“德治”作为相对独立的治国方略 ,对于建立“法治国”有着深刻的建设意义 ,是对“依法治国”方略的重要补充。德治既是法治产生的基础 ,又是法治实施的支撑。
