犯罪预防效率的经济学思考

犯罪对社会造成的损失和危害巨大,但预防犯罪发生的成本同样巨大。我们应转变传统观念,力求在犯罪预防成本最小化的基础上进行有效率的预防。要进行有效率的犯罪预防,必须建立犯罪社会成本的经济模型,制定激励犯罪和被害双方进行最佳预防的法律政策,构建作为激励机制的刑罚。

The Economic Analysis of the Efficiency of Crime Prevention

Crimes can cause great damages to the society and the prevention of crimes also costs largely. We must change our traditional idea, trying hard to implement efficient crime prevention on the basis of minimum criminal social cost. In order to carry out efficient crime prevention, the economic model in criminal social cost must be established, policies that can encourage both parties of a crime to do the best prevention should be formulated and the mechanism of punishment encouragement should be set up.
