| 摘 要： | 多年来,刑事犯罪数量上升的势头禾未从根本上得以改变,公安机关作为犯罪控制的职能部门,为适应这一严峻形势,不断地进行调整和改革,但效果均不理想。本文在分析公安机关犯罪控制方面存在问题的同时,提出更新警务理念。改变传统的犯罪控制方式,实施预防警务、社区警务、电子警务战略,改革公安管理体制、重新认识严打斗争对犯罪控制作用等五个方面阐述犯罪控制问题。

| Abstract: | As an important department for crime control, the Police Department carried out several reforms, but crimes are not always stopped. In this article, the writer analyses the problems in crime control in the police department, brings forward new concept of modern police, changing the traditional way of crime control. It sets forth predictive defense of police inspectorates, social police affairs, electronic police inspectorates stratagem; reform of police management systems; taking a new look at the effect on crime control. |
