| 摘 要： | 《东盟宪章》是一份适应东盟自身现状特点的法律文件,从《东盟宪章》对东盟决策机制的规定来看,它充分肯定了决策机制在长达40年的功绩,保留了反映东盟特色的决策方式,同时也完善了它的决策机构,这将使东盟成为一个更具凝聚力、更有效率和更以规则为基础的组织,促进东盟走向以宪章为本的共同体。

| Abstract: | ASEAN Charter is a legal document which is suitable for the present situations and characteristics of ASEAN.From the regulations on the decision-making mechanism in ASEAN Charter,it fully recognized the achievements of the decision-making mechanism in as long as forty years,retained the decision ways which reflects ASEAN features,and improved the decision-making organ,which will make ASEAN as a more cohesive,more efficient and more rule-based organization,so as to promote ASEAN to be the Charter-oriented community. |
