| 摘 要： | 旅游者合法权益的保护是关系旅游业健康发展的首要问题.我国的旅游业发展不很成熟,导致了现阶段旅游市场混乱,旅游者的合法权益受到一定程度的损害.目前我国对消费者权益的保护主要集中在消协的事后处理上,本文鉴于旅游消费的特殊性,认为旅游消费者权益的保护要从事前防范开始,阐明了旅游者合法权益的重要性,并且提出了构筑政府、协会和旅游企业三者共同作用的保护旅游者合法权益的系统工程的对策建议.
