| 摘 要： | "十一五"时期首都职工素质建设立足职工素质教育体系、技能人才培养体系、创新成果应用体系,三位一体,系统推进。"十二五"时期加快转变经济发展方式,适应首都经济结构的转型升级,努力打造国际活动聚集之都、世界高端企业总部聚集之都、世界高端人才聚集之都、中国特色社会主义先进文化之都、和谐宜居之都,推动北京向中国特色世界城市迈出坚实的步伐的要求,大力提升首都职工素质的任务仍然艰巨,差距依然明显。牢牢把握加快转变经济发展方式这条主线,对高技能水平的职工提出新的要求;首都职工素质建设要坚持围绕中心、服务大局,继续完善和创新工作体制机制,更广泛地动员和组织职工在首都经济社会建设中充分发挥主力军作用。
