世博背景下虹桥地区境外人员管理的特点及对策

境外人员是我国流动人口的特殊组成部分，他们的特殊身份、复杂成分以及国际化的背景给我们的政府管理带来了挑战。而当前涉外社区警务管理模式滞后于涉外形势发展要求。我们在创新管理的过程中，应注重强化涉外小区科技配置，动态采集辖区境外实有人口基础信息；发挥社区桥梁纽带作用，积极拓展涉外服务平台；建议研究实施境外人员“入境卡”制度。
