| 摘 要： | 加强社会主义法制建设,依法治国,是邓小平建设中国特色社会主义理论的重要组成部分,是党和政府管理国家和社会事务的法律依据。在保证社会主义法制统一的前提下,应该由中央和地方适当分权,发挥两个积极性。

| Abstract: | To strengthen the construction of socialist legal system and to run the country by law is an important component of Deng Xiaoping's theory of building the socialism with Chinese characteristics.It is also the legal basis on which the Party and the government manage state and social affairs.The Central Committee and the local governments should properly distribute their authority to give full play to the initiatives of the both under the condition of keeping a unified socialist legal system. |
