| 摘 要： | 随着国际投资全球化和自由化的发展，在世界范围内制定一部综合性的、具有普遍约束力的统一国际投资协定已势在必行。但目前世界各国在关于投资的界定、国民待遇、征收及其补偿、争端解决机制等问题上存有较大分歧。因此，创建统一的国际投资协定必须正视这些问题并对其予以积极的解决。

| Abstract: | With the development of globalization and liberalization in international investment, it must be enforced to conclude a comprehensive and binding unified international investment agreement, as there are a lot of disagreements on giving definition to investment, national treatment, levy and compensation for it and the dispute settlement mechanism. The issues mentioned above need to be faced up to and settled in concluding the unified international investment agreement. |
