信访矛盾化解机制之专业队伍建设新思路

摘    要:引入临床心理学技术是公安信访矛盾化解机制的一个创新,由于公安信访工作具有较强的专业性和保密性,其所需的专业技术和人才既要内部解决,同时又要广开才路,整合全社会的资源。信访矛盾化解机制之专业队伍建设的创新思路是:三管齐下,组建支持公安信访工作的临床心理学专业人才队伍;加强信访干部的在职培训和在岗训练工作;面向全警普及临床心理学基本知识和应用技术;广开才路,建立社会援助公安信访工作的临床心理学专业队伍。

The Innovative Ideas of Organizing a Professional Team Specialized in Resolving Conflicts in Petition Work
Abstract:The introduction of clinical psychology is an innovative idea to the mechanism of resolving conflicts in petition work .Because of the professionalism and confidentiality of the public security work , the source of ex-pertise and talents can come both internally and externally .And the innovative ideas of organizing a professional team specialized in resolving conflicts in petition work include: three-pronged approach , that is, to organize a clinical psychology professional team to support the work of public security;to strengthen training of personnel who handles the complains lodged via letters or visits;popularize basic knowledge and technology about clinical psycho-logical for the whole police;to establish a social assistance team to help the petition work .
