统筹与创新：转型期警务机制改革研究

我国的警务机制正处于社会结构深刻变革、社会风险骤增、社会管理任务加大的转型时期。应对转型期内公共安全环境与形势的严峻挑战,应当科学统筹现实问题解决与制度化建设、基层机构与上级机构建设、治安打击与防范、专门工作力量与群防群治力量等重大战略关系,统筹城乡警务布局和资源规划,统筹警务改革各系统之间的配合与协作,不断创新警务体制改革的宏观思路、组织体系、防控机制、专群合作以及城乡警务运行机制,推动形成统筹推进、紧密衔接、整体联动、增值强效的警务改革战略新格局。

Comprehensive Management and Innovation:Research on Police Mechanism Reform during Transition Period

Our police mechanism is in the age of deeply reforming social structure,sharply increasing social risk,expanding social management task.In order to deal with the severe challenge of public safety environment,some major strategic relationships should be planned scientifically including practical problem solving with system construction,grassroots organization with higher institutions construction,public security fighting with its protection,special working force with mass protection and control.Police layout in urban and rural areas,police resources planning and police cooperation should be managed comparatively to innovate the ideas of reforming police system,organization system,protection system,cooperation of special and mass,and police operation mechanism in urban and rural areas.The comparatively improved,closely connected,wholly linked and effectively value-added new police reform strategy pattern should be constructed.
