论加强行政执法责任制中的公民权保障

行政执法是政府部门的重要工作，在行政执法的过程中，政府行政权力与公民权利处于势力不对等的状况之下，没有权力制约的行政执法常常会侵害公民权利。行政执法责任制是政府部门规范行政执法，建立责任政府的基础，也是政府行政管理工作的一种管理制度，这种制度是对行政执法权力的制约机制，对加强行政执法责任制中公民权的保障有非常重要的意义。该文在分析行政执法责任制中行政权力与公民权利的关系基础上，就如何加强行政执法责任制中的公民权利保障提出了相应的观点。

Civil Rights Safeguard under Responsibility System of Administrative Law Enforcement

The enforcement of administrative laws is an important duty for government.During the process of law enforcement,however,the administrative power of government and the rights of citizens are discrepant.The rights of citizens will be prone to violation should there be no restriction on administrative law enforcement.The responsibility system under which the administrative law enforcement is exercised is the foundation for government to standardize the procedure of law enforcement;it is also a system of management adopted by government.Setting up a restriction mechanism can safeguard the civil rights effectively.This article analyzes the relationship between the administrative power of government and the rights of citizens and throws light on corresponding viewpoints on how to strengthen civil rights.
