关于构建我国国家安全战略的思考

当前影响国家安全的问题和因素很多,就国际形势而言,我国与西方大国之间的结构性矛盾突出,所面临的安全环境日趋复杂;从国内情况看,社会变革在给我国发展带来强大发展动力和巨大活力的同时,也相应地引发了一系列社会矛盾和问题。传统安全问题和非传统安全问题相互交织,传统安全威胁依然重要,但非传统安全威胁更加突出。中国必须适应国家安全形势的变化,确立适应全球化时代的国家安全观,构建相应的国家安全战略,立足维护国家安全工作实际,在强化自主安全的基础上积极开展国际安全合作,积极防范传统安全威胁,有效应对非传统安全问题的挑战,同时注意避免安全"泛化"倾向,切实维护我国的国家安全。
