科举制度的兴衰及对我国公务员录用制度的启示

科举制度是中国古代的一项选官制度 ,其源于汉魏、肇基于隋、确立于唐。科举制度衰亡的主要原因是考试内容单调、形式僵化、监督机制不健全、舞弊成风、学校成为科举制度的附庸等。我们要吸收科举制度中合理的部分 ,总结其衰亡的经验教训 ,提高应试者的素质 ,改革考试内容 ,完善考试形式 ,强化中央政府对全国性考试的有效控制 ,促进考试手段法律化与制度化 ,建立民主化的考试监督机制 ,加强考试部门的独立性。

Vicissitude of Imperial Examination System and Its Revelation for Civil Servant Employment in China

Imperial examination system is one for selecting officials in ancient China. It was born in Han and Wei dynasty, developed in Sui Dynasty and established in Tang Dynasty. The reasons for its decline result from the following facts: what was tested was unvaried; supervision system was not sound; malpractices became prevailing in society; schools became the dependency of imperial examination system etc. We must absorb its reasonable part, sum up the experience and lesson of its decline, improve the examinee's quality, reform examination contents, perfect examination form, strengthen available control of national examinations by central government, promote examination methods in line with law and system, establish democratic testing supervising system and fortify independence of examination department.
