摘    要:在西方 ,大学自治具有悠久的传统 ,其核心———学术自治在现代仍被政府尊重 ,并形成了各具特色的自治模式。中国大学的建立和发展是国家在面临巨大危机的情况下进行的 ,作为富国强兵的工具 ,大学不可能摆脱政府的影响而发展成为自治实体。目前教育部对大学专业、课程设置进行的管制可能侵犯大学的办学自主权。这种传统管理模式阻碍了大学功能的发挥 ,必须进行改革 ,构建使大学、政府、社会的利益都可顺利表达、相互博弈的管理模式。

Abstract:In west countries, university autonomy has a long tradition. As its essence, science autonomy is still respected by governments and various modes of autonomy have formed. In contrast, Chinese universities were set up in perils and developed as tools for country's mightiness and prosperity, so it has no chances to realize autonomy. The present arrangement of majors and courses by the Department of Education may infringe the university's autonomous right and block their functions. Therefore, we have to reform the traditional management mode and construct a new one in which the interest of university, government and society can be expressed freely and compete with each other.
