论孙中山"权能分治"理论

孙中山博采西方之长，吸纳中国传统思想精华，提出“权能分治”理论，主张国家的权与能要分开，以人民权利作为对政府权力的制约。由于历史和阶级的局限，“权能分治”理论存在缺陷和不足，但在当时的中国达到了很高的水平，推动了中国民主政治的进程，并对我们今天建设社会主义法治国家具有借鉴意义。
