战后美国的台海政策一直是以"战略模糊"为其核心特征的。历史上,意识形态、现实(战略)考量以及其他政策限制等因素共同决定了美国,在可能的台海政策选择中,最终采纳了以实质上的亲台政策为目的,以"战略模糊"为手段的折衷政策。目的的清晰性与手段的模糊性反映了美国台海政策的实质,并对今后台海关系走向具有重大的启示。

Strategic Ambiguity: A Compromise of Ends and Means——Probing the Essence of the U.S. Cross-Strait Policy

Strategic Ambiguity has long been regarded as the core character of the U.S.Cross-Strait policy since 1949.Historically speaking,those influence factors,including ideology,realist(strategic) thinking,and other policy confinements,have determined that,among various possible choices of the U.S.Cross-Strait policy,the U.S.decision-makers would have to adopt a compromised one with supporting Taiwan as its ends but maintaining strategic ambiguity as its means.The mixture of clarified ends and ambiguous means reflects the essence of the U.S.Cross-Strait policy,which also has important implications for the future Cross-Strait relations.
