The unity of political responsibility and public power is not only the inevitabl-e requirement of democracy,but also the essential measuring standard for realization extent of responsible politics.Faced with the abominable condition of political responsibility abandoned in the contemporary political life,searching actively for theoretic origin of their imbalance through internal contradictions of pubic power,and then emphasizing more functional construction of the institution through power restriction,right supervision as well as individual moral improvement to establish public power under basic control of responsibility,should become a logic thought of preventing public power from exceeding the legal and reasonable limits,and the necessary guarantee for the fulfillment of political responsibility.
