| 摘 要： | 立法价值导向决定立法成果。以往的民族经济立法根植于特定的时代土壤,追求效率优先,忽略了其他价值导向。科学发展观弘扬了效率、公平、秩序的价值观。要以科学发展观为指导,确立民族经济立法新的价值导向,做到效率、公平、秩序三者并重、三者并举、相得益彰,构建适应时代的法治秩序。
