| 摘 要： | 在新公共管理思潮和全球政府治道变革影响下的中国政府改革 ,正在进入由“建设型政府”向“公共服务型政府”转型时期。在公共服务改革进程中 ,中国政府只有在指导思想上把公共服务的市场化、社会化纳入行政改革规划 ,才能建立起以公众满足为标准的、充满竞争和活力的政府公共服务新体系。
