| 摘 要： | 为农民工提供社会保障是政府的固有责任,保障劳动者的社会权利是社会主义公有制的本质特征。目前存在的主要问题是国家在公共产品方面投入不足、缺乏适应农民工特点的社会保障政策、用人单位消极对待农民工参加社会保险。应以政府责任为重点构建农民工社会保障制度的框架。

| Abstract: | Providing social security for migrant workers is the inherent responsibility of the state government.Protection of workers social rights is the essence of the socialist public ownership system.The main issues at present lie in the lack of public input products,lack of social security policies to adapt to the characteristics of migrant workers,and employers are negative treating migrant workers participating into the social insurance system.The framework of the migrant workers social security system with the government's responsibility as focus should be set up. |
