| 摘 要： | 作为地方政府的派出机构,经济技术开发区的创建与发展是中央与地方互动的结果,也是中央与地方关系发展变迁的再现。这一跳出非中央即地方模式的独特研究视角是一种兼具一般性与特殊性的研究,不仅可以更全面、客观地呈现中央与地方的互动过程,也可以昭显中央与地方关系中的新因子,为中央与地方关系研究开辟新的空间。本文以秦皇岛经济技术开发区为例,再现其与中央政府的互动历程及特点,从独特的视角对中央与地方关系进行审视。
