新时期党对知识分子政策的发展大致经历了三个阶段:一是改革开放之初,通过拨乱反正明确知识分子地位和落实知识分子政策;二是20世纪80年代后期以后,高度重视知识分子的地位作用,建立健全各项相关机制,实施科教兴国战略;三是进入21世纪以后,把知识分子工作纳入人才工作,确立人才强国战略。通过对这一过程的考察与分析,揭示出关于时代主题与全球发展态势、知识分子概念与阶级属性等方面的理论启示。
