| 摘 要： | 地方政府,除了贯彻执行中央政府统一的宏观调控政策外,其根本目的是促进地区经济发展,满足人民群众日益增长的物质文化生活需要.因此,地区经济发展战略的制定,已成为地方政府非常重要的课题.天津市1994年始启动的"市区危陋平房改造工程"和1984年开始的"天津经济开发区建设",为探讨在经济体制转型中,地方政府如何在相互冲突的发展目标之间寻求适当的平衡点,促进经济增长,提高本地区的经济竞争力,提供了可资借鉴的范例.

| Abstract: | As for the local government,the ultimate goal is to promote its regional economic development, and to satisfy the increasingly need of people for material and spiritual civilization.By making use of two cases occurred in Tianjin,this paper discusses how the local government is in pursuit of appropriate balance among the conflict objectives one another,in order to accelerate economic growth and improve regional economic competitiveness. |
