对“四战”背景下刑事技术工作的思考简

目前中国社会正处于经济转轨、社会转型的关键时期，刑事犯罪居高不下，特别是具有广泛社会影响的刑事案件频繁发生，有组织犯罪处于活跃期，新型犯罪不断涌现，这对公安机关传统上的防范、侦控的思路、方式和能力提出了严峻的挑战。面对新的犯罪形势，公安部提出了“四战”理念，“四战”背景下如何强化刑事技术工作是广大理论工作者和公安实际工作必须面对的问题。

Reflections on Criminal Technology Work against the Background of ＂Four Warfare＂

China is in a critical period of economic transition and social transformation. The number of criminal crimes remains high; especially those criminal cases with extensive social impact frequently occur; organized crime is in active period; new types of crime are emerging constantly. Therefore, tradi- tional ideas, ways, and capabilities of prevention and investigation are experiencing a severe challenge. Facing the new situation, the Ministry of public security proposes a concept of ＂four warfare＂. How to strengthen the criminal technology work against the background of ＂four warfare＂ is the problem that the great majority of theorists must face up to.
