| 摘 要： | 党的宣传思想文化工作是我党的优良传统和政治优势，其作用主要表现在巩固党的执政基础、维护社会稳定、促进人的全面发展三个方面；其自身的规律有与时俱进、主客互动和双向回流。在建立和完善社会主义市场经济体制的新形势下，宣传思想文化工作更具有特殊的地位，只能加强，不能削弱。
