| 摘 要： | 外国在沿海国专属经济区海上和空中进行情报搜集和军事活动成为沿海国的重大关切。《专属经济区航行与飞越指南》就国家之间在专属经济区的权利和义务关系中的一系列重大现实问题设置了一套可供适用的准则。它是建立在《联合国海洋法公约》、国家实践和演进中的"软法"基础上的非拘束性规范。

| Abstract: | For coastal states, the intelligence gathering and military activities from other countries in the sea and air of their exclusive economic zones have become a major concern. ＂Guidelines for Navigation and Overflight in the Exclusive Economic Zone＂ provides a set of applicable principles which deals with a series of major practical issues about the rights and duties between states in their exclusive economic zones. It is based on the ＂United Na- tions Convention on the Law of the Sea＂, states＇practice and some non- binding specifications on the basis of the evolution of ＂soft law＂. |
