| 摘 要： | 现行管理体制已不适应农村新阶段的发展要求,要解决"三农"问题,必须消除农村发展中的体制性障碍.而要推进综合性体制改革,必须转换文化背景,增强和发挥社会主义文化的影响力,坚持文化与经济、政治的协调发展,以文化创新推动体制创新.

| Abstract: | To solve the problem of "agriculture, peasantry and rural economy", we must dispel the rural systematic obstacle because current management system doesn't meet the demand for development at new stage. To advance the reform of comprehensive system, we must insist that socialisy culture develop with the economy and politics in harmony, promote system innovation with cultural innovation. |
