困境与理路：网络问责的政府回应性分析

随着公民问责意识的逐渐增强，我国政府对网络问责的回应性不断提升，取得了良好的回应效果，但依旧面临诸多现实困境，如政府权威信息缺失、政府回应的思维方式滞后、回应方式失当、官员回应能力和素养不足以及政府回应的制度化水平较低等。要提高政府有效回应网络问责的基本理路，需推进政府及时发布权威信息，提升官员回应能力与素养，建立长效的网络民意收集与反馈机制，完善规范政府回应行为的法律法规，提升政府回应的主动性。

Problems and Solutions:An Analysis of the Government Response to the Internet-Based Questioning regarding Accountability

As the consciousness of public accountability improves, the government response to internet-based questioning regarding accountability has improved accordingly. At present, difficulties exist, including the absence of the authoritative information from the government, outmoded government thought patterns, inappropriate ways of response, inadequacy of responding ability on the part of government officials and the incomplete mechanism of government response. Effective government responses to the internet-based questioning regarding accountability include timely information publicity, the improvement of the officials＇ coping ability, the establishment of a mechanism of public opinion collection and feedback, the improvement of laws regarding government responses, and of the government initiative to respond.
