构建国家安全机制共同体之思考——以《重庆市实施国家安全法规定》为例

当前国家安全工作应逐步从传统国家安全向现代国家安全转型，共同体理论更能适应现代国家安全理念对国家安全机制的指引。国家安全机制共同体的属性体现在共同体关系的互助性、共同体功能的自足性和共同体范畴的多元性三个方面，共同体的属性决定了国家安全机制共同体的构建途径。培育国家安全共同伦理是实现共同体关系互助性的重要手段，建立国家安全多方参与机制是实现共同体功能自足性的基本保障，增进国家安全协作力度是共同体范畴多元性的应有之义。

Thoughts on Constructing National Security Mechanism Community:The Case of Chongqing in Its Implementation of Regulation of National Security Law
