THE STATES' ROLE IN LAND USE POLICY

Affiliation:ALVIN H. MUSHKATEL is an Associate Professor in the Center for Public Affairs, Arizona State University. He has published several articles on land use, urban renewal, coastal zone management, and downtown revitalization. He is currently conducting research on redevelopment in Denver and Phoenix, and is researching land use in Arizona.;DENNIS R. JUDD is Associate Professor in the Department of Political Science, University of Denver. He has published articles on urban revitalization, national urban pdicy and state politics. Books include: The Politics of Urban Planning and The Politics of American Cities;. He is currently writing a book on public policy and collaborating on a book dealing with capital investment in five cities.
Abstract:Historically, land use had been an exclusively local function. By the early 1960s, a "quiet revolution" broke the local government monopoly over zoning and land use, with a larger state role. Those states which passed land use legislation soon were faced with substantial political opposition, especially from rural dwellers and developers. When Congress considered national land use legislation in the early 1970s. these same interests united in effective opposition.
