略论落实以人为本的发展观

党的十六届三中全会《决定》提出了以人为本的发展观,这要求政府政策在制定与执行中要考虑到保障普通居民的利益,而社会中存在不同的利益群体.要保障大多数人的利益.防止弱势群体的利益受损,就要对目前政府运行机制进行改革,实行政府信息公开制度与重大决策听证制度,完善我国人大制度,发展我国的非政府组织,让公众能更多的参与到政府政策的决策与实施中,切实把以人为本的发展观落到实处。

Implement Developmental Conception of Taking People as Fundamentality

The government put forward developmental conception of taking people as fundamentality in The Resolution of the Fourth Plenary Session of the Sixteenth Central, which require the government consider the interests of commons in constituting and administering policy. There are different interest groups in the society. Guarantee interest of the most, prevent to damage the interest of social vulnerable groups groups, we should reform the present governmental mechanism. We should carry out the system that the information come out into the open and the important policy be listened and demonstrated, perfect system of the National People's Congress, develop our country's NGO, let more people participate in constituting and administering governmental policy, implement developmental conception of taking people as fundamentality.
