简论政策公共性的价值及规范途径

公共性作为政策的核心价值,是保证政策合法性、权威性的关键因素以及政策公共利益取向的标度。由于政策主体、客体及环境多重因素的作用,公共性缺失成为政策过程常见的现象,公共性缺失是对"公平、公正、公开"等价值理念,以及公共政策"公共利益"这一最为核心精神的背离,所以,这种现象的存在是与当前我国建设社会主义和谐社会不相容的。因此,如何规范政策公共性是当前应予关注的问题。基于政策主、客体与环境在政策公共性缺失中的肇始作用,可以从政府主体、公众客体及制度环境三个角度着手寻找破解途径。

A Brief Talk on the Value of Policy Publicity and Its Standardizing Route

As the core value of policy,publicity is the key factor to ensure policy's legitimacy and authority,and also is the scale of orientation of public interest.Under the combined action of durability factors,such as policy subject,object and environment,public absence become a common phenomenon in the process of policy.Policy absence is deviation of public value idea and core spirit,which is inconsistent with Chinese construction of harmonious society.Hence,it should pay attention on how to standardize policy publicity.On the inchoation effect originating from policy subject and object as well as environment in the publicity absence,we can search solving tracks from three angles including government subject,public object and system environment.
