问题与主义：近十年公安警务改革理性反思

近十年来。针对公安警务体制机制存在组织结构不合理、管理体制不顺畅、警务指挥链条过长、警务绩效低下等问题。我国多地进行了警务改革探索，形成了压缩层级型警务改革、整合功能型警务改革、创新理念型警务改革三种警务改革模式。然而这些警务改革或多或少都存在对西方警务理念的误读与盲从。导致改革中出现了一定的“水土不限”现象。要使警务改革取得实效，必须在找准我国警务改革存在问题的基础上，做好西方“主义”的引入与调适，才能再造出适应我国的优质高效的警务模式。

The Problems and the Doctrine ：the Rational Reflection about the Policing Reform in Recent Ten Years

In recent ten years,there are so many problems in the system and mechanism of policing. For instance,the structure of the organization is unreasonable,the management system isn＇t smooth,the chain of the police command is too long,and the performance of pohce is inefficient.So there are many places having exploring in policing reform.Now it forms three reform models, they are the compression type hierarchy policing reform,the integrated functional police reform and the innovative concept type policing reform.But there exist more or less some misreading and blind obedience for western policing concept in all above reforms, which caused to arise some unconformable phenomenon during the period of reform.In order to make the police reform obtain actual effect,we must make the introduction and adaptation of the westerndoctrine based on finding out the policing problem,so that we can rebuild a high quality and effective mode of police model which fits in well with China.
