| 摘 要： | 转型期加强和创新社会管理，就是要适应经济利益格局多元的发展现状，从利益分配、利益表达，冲突解决等方面，协调各种利益诉求，不断通过加强和创新社会管理做出适应新利益格局的安排调节，充分发挥社会管理的有效作用，进而促进经济社会均衡发展，从根本上实现社会的和谐稳定。
