Adhering to the principle of the interests of the people standing above everything else implies imple- mentation of the Party＇ s mass line. The implementation of the mass line is the process to practice the principle of the interests of the people standing above everything else. The basic requirements in implementing the mass line are as follows： to sufficiently realize, maintain and promote the fundamental interests of the overwhelming majority of the masses; to mobilize and organize the masses for struggles to realize their own interests; and to keep close ties with the masses and fuse with the masses.
