两岸政治定位的分歧处理及建议

本文以两岸关系的政治定位为中心，结合实际，通过对国家与政府、两岸、国家继承与政府继承、国家承认与政府承认、分裂与分离等基本概念进行学理上的辨析，以建立两岸政治定位分析的理论基础。通过对两岸政治定位分歧诊断及处理的考察，认为“一个中国”框架下明晰的两岸政治定位有利于推动两岸和平发展，进而提出“一个中国，两个平等政权，中国代表权互补”两岸政治定位底线的建议，而一个双方都能接受的两岸政治定位也将有助于解决两岸“一个中国”意涵之争。

Suggestions on Handling the Differences over Cross-strait Political Status

Combined with cross-strait relation' s practice, some concepts concentrated on cross-strait political status, such as nation and government, cross-strait, inheritance, recognization, dismembration and sezession, were discriminated theo-retically. Based on investigation into divergence diagnosis and treatment, it argued that a distinct cross-strait political status under one-China frame should benefit improving the peacful development,and proposed a bottom line-"one China,two equal regimes across strait, complementary international deleeacies of China". The acceptable scheme for the cross-strait political ar-rangement is helpful to settle connotation disputes about "one-China".
