| 摘 要： | 社区禁毒是<禁毒法>实施后全新的戒毒措施,这一措施目前面临四大困难:一是社区发展教育程度整体偏低导致社区戒毒依托困难;二是社区戒毒与自愿戒毒关系不清楚导致社区戒毒决定困难;三是<禁毒法>配套法规缺失导致社区戒毒开展困难;四是戒毒经费及专业队伍紧缺导致社区戒毒落实困难.本文旨在通过上述社区戒毒困难调研,提出四项对策建议.
