| 摘 要： | 近年来群体性事件频发,公安机关作为维护社会稳定的主要职能部门,既要发挥好本部门的职能作用,更要在党委、政府统一领导下做好参谋和助手作用,去化解现实中各种社会冲突矛盾,以真正达到维护社会稳定的目的。
