边疆地区群体性突发事件防范研究

近些年来,我国的群体性突发事件呈明显上升态势。边疆民族地区群体性事件既有群体性、公开性、违法性,又具有潜在的涉外性、敏感的民族性、较强的宗族性、时常的宗教性和偶尔的敌对性等特点,预防要从两个方面入手：一是基础性措施,即：大力发展经济,提高人民生活水平;正确处理民族宗教文化冲突;完善体制,健全社会保障制度。二是法律措施,即：加强法制教育,提高民众法制意识;依法确认和保护公民参加宗教活动的权利;加强政府执法水平,保障公民权利;依法建立健全预警机制。

On the Prevention of Group Incident in Border Areas

In recent years, the group incidents are tend to be significantly increasing. The characteristics of the group incidents in border ethnic minority areas are of gangs, openness, illegality and also potential foreign, sensitive nationality, constantly religion and occasionally hostile. The prevention should be taken from two aspects： the first is the basic measure, that is to develop economy stroungly, improve the people＇s living standards, correctly cope with the ethnic religious and culture conflicts; to perfect the system and improve the social security systems; the second is the legal measures, that is to strengthen the law education, improve the citizen＇s law consciousness; to ensure and protect the citizens＇ right to participate in religious activities; to strengthen the government＇s law enforcement, to protect civil rights and to establish a warning mechanism.
