公安机关创新社会管理的理性思考

当前,我国正处于经济转轨、社会转型、社会矛盾凸显的特殊历史时期,各类刑事犯罪、治安事件、民事行政纠纷、群体性事件持续高发,公安机关社会管理创新的现实需求迫在眉睫。公安机关应当重点围绕以下几个方面大力提高社会管理创新能力：以政府发展为中心健全社会管理新格局;健全和完善社会治安打防控机制,进一步提升社会治安动态管控水平;着力创新互联网管理模式,切实提高对＂虚拟社会＂的管控能力;加强海上治安管理工作,提升沿海管控新水平;建立健全社会矛盾预防机制,切实提升社会矛盾掌控和化解水平。

The Rational Thinking on Innovative Social Management in the Public Security Organs

In the special historical period of economic transition, social transformation and highlighted social contradictions, all kinds of crimes, security incidents, civil and administrative disputes, group incidents are continuously increasing. It is imminent to improve innovative social management for public security organs and we should focus on the following aspects： improving innovative ability of social management, building up the new pattern which takes government as center; improving and perfecting the social security mechanism for fighting, preventing and control crime; further promoting the social security dynamic control level; actually enhancing control capability to ＂virtual community＂ basing on new internet management pattern; strengthening the public security management at sea, upgrading coastal management; establishing the social conflict prevention mechanism, completely improving the level for control and resolving social contradictions.
