浅谈综合治理中公安机关的角色定位

随着经济的发展和改革的深化,利益分配格局调整诱发的各种矛盾纷繁复杂,社会治安形势不容乐观。由于解决矛盾和争端的机制尚不健全,公安机关往往被推至解决矛盾的第一线,成为冲突的焦点。我们从当前公安机关在综合治理中面临的执法困境着手,分析公安机关工作被动的原因,指出在加强社会治安综合治理中,首先必须明确职能定位,尽量减少非警务活动,加强民警权益保障定位,健全保护制度建设,集中优势资源,推行“零容忍”政策的工作定位,从而实现社会秩序的根本性好转,构建更加和谐的社会。

A Brief Analysis of the Function Locating of Public Security Organs in Comprehensive Treatment

With the development of economy and renovation,all kinds of conflicts come into being,the public security environment gets worse,being scarce of the mechanism to solve these disputes,public security organs are forced to take the responsibility and it causes a lot of bad consequences.In this paper,we analyzed the causes of the progressive work environment firstly,and pointed out how to strengthen the society security control.Public security organs should make the function clear and try to decrease non-policing activities,enforce the protection of the police's legal rights,and take the non-endurance policing strategy,and make the public security better lastly to perform the social harmony.
