Abstract: | The first time of Chinese knew about the rules of procedure should owe to Sun Yat-sen. Mr. Sun considered the rules of procedure as the introduction to the democracy and he also took the dissemination of them as basic work. The western learn about rules of procedure from childhood, and these rules became their secondary instinct when they are in middle school 'Mr. Sun said, 'but the public rally had been banned for centuries in China so the instinct of cooperation gradually fade away. The Chinese don't know any thing about rally's principle, order, custom, and experience. It is so suddenly that those loose masses to be masters of the Republic of China that they are at a loss as to how to do, and so-called gathering is just a disorderly crowd. |
