北京建设世界城市面临的公共管理问题

北京建设世界城市,在经济、政治、文化、社会等诸多领域都面临新的挑战。因为世界城市建设中公共问题凸显且日益表现出其复杂性,在政府公共管理的制度设计和制度链条中还存在诸多的漏洞与缺失。如从政府治理的价值导向看还存在以追求经济增长为主要导向的误区;缺乏多元主体参与城市公共事务治理的平台与机制;城市化进程中的城乡二元结构问题突出,城市与农村之间缺乏有效衔接的制度融合机制等。对此,北京在建设世界城市的过程中应突破传统的公共治理理念、模式和方法,构建＂科学发展观＂与＂和谐社会＂视野下的公共管理制度基础和政策框架。

On the Beijing′s Development of Global City and Problems of Public Management

New challenges test Beijing,about economy,politics,and culture and society fields on its way to be a world city.In the course of global city development,the public problems and difficulties we encounter have become apparent and complex.All the problems we faced show that some leaks exist in the public management system of the government.For example,the management value overemphasize the economy development,the management system lacks the platform and mechanism to promote poly-governance bodies to participant in the public management,the management mechanism is short of effectiveness to deal with the urban-rural dual structure problems exist in the urbanization,meanwhile,the legal system is not perfect,region coordinated mechanism has not be formed,and the last but not the least,the public emergency mechanism should be improved.Generally speaking,Beijing should break the traditional public management idea,model and methods to develop a new public management system and frame in the vision of ＂the Scientific Outlook on Development＂ and ＂the harmonious society＂.
