| 摘 要： | 在西方政治发展的过程中,德性的共和、理性的自由构成西方政府制度的两大文化传统。这两大传统也成为西方政府功能的限定性钟摆,从而决定了西方政府功能之基本走向——即既要保障德性的共和,也要保障理性的自由。
