The 17th CPC congress advances the new concept of "a system of theories of socialism with Chinese characteristics".This is first of all a development and innovation in contrast to the traditional scientific socialism.The traditional scientific socialism emphasizes that it is the scientific theory for the emancipation of the proletariat,while socialism with Chinese characteristics stresses that it is a practical theory for the human emancipation;The traditional scientific socialism emphasizes that socialism can only be built by means of the proletarian dictatorship,while socialism with Chinese characteristics stresses that socialism can surely be built by means of the people's democracy.The ways of developing the system of theories of socialism with Chinese characteristics and the forms of practice include: reform and opening-up are the dynamic basis,implementing the scientific outlook on development and building a harmonious society are the basic methods,the harmonious and friendly relations between different classes and strata are the social class basis,the co-existence and development of different systems of ownership and the common prosperity of the whole people are the social economic basis,and system impartiality and social equity are the social political basis.
