试论刘铭传的台湾建省方案

1885年,清政府下令台湾建省。可是,被清政府任命为台湾第一任巡抚的刘铭 传却认为“台湾暂难改省”,提出了他自己的台湾建省主张。意见被清廷驳回之后,他随后提 出的台湾建省方案,仍然秉持了一贯的务实思想,强调像抚“番”、清赋、设防这些基础性的 建设必须优先,而像城垣、衙署的建设可以稍缓。在这一方案的主导下,台湾建省工作稳步进 行,使一个新建的省份在不长的时间里成为全国比较先进的省。

On Liu Mingchuan's Plan of Foundation of Taiwan Province

In 1885, Taiwan was ordered to establish province by the government of Qing. But the first Xunfu of Taiwan Liu Mingchuan considered that it was hard to establish province of that time, and proposed his own views of foundation of Taiwan province. When the views were rejected, he put forward his plan adhered to his pragmatic ideas all along. It emphasized that the basic constructions like barbarian appeasement, taxes checking and defenses must be done first, and postponed the construction of city walls and government office. The work of foundation went on steadily. The new province was soon built into a rather advanced province throughout the country.
