| 摘 要： | 能否最终建立铁道公安学,其关键是要看能否在公安学一般理论的前提下,从铁路公安实践中概括和抽象出有别于公安学一般理论的符合铁路公安实践的理论及原则。而能否达到这个目标,最根本的还是决定于铁路公安工作到底有没有自己的特点,因为铁路公安工作的特有的规律是建立铁道公安学的最根本的依据。
