对警务实战训练的再认识

为适应新形势下公安工作的需要,积极探索构建符合公安实际的工作体系,一个时期以来公安部党委先后组织开展了＂全警大练兵＂、＂‘三基’工程＂、＂轮训轮值、战训合一＂等不同形式的着眼于公安工作和队伍建设的重大战略部署的教育训练活动,为基层公安机关教育培训的发展指明了道路。但是目前基层公安队伍教育训练效果无论是民警的实战水平、训练理念,还是训练的基础工作、教官应具备的能力等离公安部党委的要求还有较大差距,难以适应公安工作的发展需要。为此,结合当前公安民警培训实际,就警务实战训练中的对象、理念、工作、内容、教官等训练问题,进行深入地研究和探讨是非常必要的。

Re-understanding of Practical Training of Policing

To adapt to the needs of public security work in new situation, and positively construct working system coincided with the practices of public security work, since a long period of time, the Party Committee of Ministry of Public Security of P.R.China organized and carried out All Police’s Training, ＂Three Basis＂ Projects, Rotation of Training and Duties, Unification of Practices and Training and etc, which are basis on the education training activities focusing on public security work and team construction, and point out the way of development of education and training of basic level public security departments. But at present, the education and training effects of basic level public security departments have great difference with the needs requested by the Party Committee of Ministry of Public Security of P.R.China, and it is difficult to adapt to the development of public security work. So it is necessary to further study and discuss the object, ideas, work, content, drillmaster and other training problems in practical training of policing with the current police’s training practices.
